I'd say this is correct, even go so far as to claim a narcissist is codependent too. But they go about their codependency a little differently. Both sides are focused on something external and they want to control another person using different means, the "different means" is what separates them.
However, I still agree that the narcissist is "bad" and the codependent "good" (even though they're also "bad") because there is a directionality and an imbalance in favor of the narcissist. The codependent is trying to get something out of it, but to their own detriment. While the narcissist is not really hurting themselves, they just feel entitled to the other person.
